Stéphane Nicoll b1e91c942e Add support for creating a container from a TestImage value 
This commit improves TestImage so that an explicit image can trigger
the creation of the container, with optional additional setup. This
removes the need of creating additional container types for images that
have multiple flavors, and to please the static method that can only
create a container based on a single match.

Moritz Halbritter 6af1fb5c26 Polish "Align OTLP signal-specific properties with common fallback configuration" 
Allow `management.opentelemetry.otlp.compression` to act as a common
default for OTLP compression, mirroring the existing endpoint/headers
fallback. Tracing, logging and metrics exporters now fall back to it
when their own signal-specific compression property is unset.

Dmytro Nosan 16445de3ab Align W3CHeaderParser decoding with RFC 3986 
Replace `URLDecoder.decode` with `StringUtils.uriDecode` to ensure
RFC 3986-compliant decoding. Unlike `URLDecoder`, URI decoding does
not treat `+` as a space and only decodes percent-encoded sequences.

Moritz Halbritter bd663c1551 Add property to disable the OpenTelemetry SDK 
This uses no-op implementations for the SdkTracerProvider,
SdkLoggerProvider and SdkMeterProvider, but still configures the
propagators.

Additionally, it doesn't create the tracing and logging beans which
would be superfluous for a disabled SDK.

Andy Wilkinson 495467dca6 Make OTLP logging connection details back off 
Previously, the connection details would only back off if another
PropertiesOtlpLoggingConnectionDetails was defined. This commit
corrects this so that they will back of if any
OtlpLoggingConnectionDetails implementation is defined as a bean.

Brian Clozel 192efca36e Move ConditionalOnEnabledLoggingExport to opentelemetry module 
This commit moves the `ConditionalOnEnabledLoggingExport` condition from
the "spring-boot-actuator-autoconfigure" to the
"spring-boot-opentelemetry" one, because without that the logging export
feature requires the actuator module to be on the classpath.

Moritz Halbritter 2421f02b85 Extract OpenTelemetryLoggingAutoConfiguration 
This auto-configuration configures OpenTelemetry logging. The existing
OpenTelemetrySdkAutoConfiguration now only configures the OpenTelemetry
SDK, but no individual subsystems (logging, metrics, tracing).
