Stéphane Nicoll 511bbc03d9 Apply release train infrastructure ...

This commit moves our previous release process using dedicated workflows
to the use of the release orchestrator. The necessary workflows have
been added in this commit as well as the two goals required to build
and test the release.

Post-release actions have been moved to a publicize-release workflow.
