SQLErrorCodeSQLExceptionTranslator#USER_PROVIDED_ERROR_CODES_FILE_PRESENT
evaluation at build time combined with the lazy
SQLErrorCodesFactory#instance initialization allow to
avoid making SQLErrorCodesFactory constructor reachable
when no custom sql-error-codes.xml is provided.
