This commit adapts RuntimeHints to be compatible with v1.2.0 of the GraalVM metadata format. The changes are as follows: * Resources and resource bundles are now defined at the same level. This is transparent to users. * Serialization is no longer a top-level concept, but rather an attribute of a type or proxy. The top-level concept has been deprecated and the relevant methods have been added. Closes gh-36379
