Logic 9a2617ff0e feat(ai): add operator investigation workspace 
Add the React Lite workspace, safe streaming transport, provider administration, cross-page context handoff, and localized route integration.

AI assistance: used for draft implementation and test iteration.

Human validation: Node 22 full 5,343-test suite, build, architecture, lint, typecheck, i18n, format, bundle, dead-code, and Java 25 23-module package passed.

Risk notes: browser visual proof remains blocked by the existing local backend setup-status admission response.
